Abstract

The article considers the position of the Council of Ministers of the Chuvash ASSR in conformity with the statutory standard in the structure of state administration of Chuvashia from the moment of its formation in 1946 until reorganization at the beginning of the 1990s. The author analyzes the articles of the Constitution of the Chuvash ASSR dated 1937 and 1978 characterizing the legal status of the Chuvash ASSR Council of Ministers as the highest executive and administrative body of the state authority of the autonomy. The author pays the most attention to examining the content of the law “On the Council of Ministers of the Chuvash ASSR” dated December 18, 1979, which in the most complete form describes the powers of the Government of the Republic and the procedure for the formation of its personnel, specifies the bodies under the Council of Ministers and their functions in the system of public administration, regulates relations with other state institutions of the RSFSR and the Chuvash ASSR. Following the results of the study, the conclusion was formulated that the legal status of the Council of Ministers of the Chuvash ASSR was determined not by the Supreme Council of the Chuvash ASSR, but by the All-Union and All-Russian legislation, which was then reproduced in the Constitutions and laws of the autonomous republics. That is why the Council of Ministers of the Chuvash ASSR, as well as the governments of other autonomies of the RSFSR, acted as a part of the unified system of authorities, which was ordered to implement decisions taken by party and state authorities of the central level.
