Abstract

In the conditions of rapid change and development of societies in various states of the world, including in modern Russia, the study of social policies of public authority in all sectors and directions, including in the field of power institutions becomes more than ever relevant and significant. The purpose of the scientific research is to improve the system of local military authorities in modern Russia and to increase the efficiency level of their work with the population.

The basis of the research materials are the funds of the State Archive of Ulyanovsk region and articles of leading historians.

The article uses the basic methods of a research: general scientific methods – analysis, induction, deduction, analogy, Abstraction, concretization; special ones – historical-systemic and historical-comparative.

The scientific component of the article emphasizes the importance of the military-social state policy carried out by the Soviet government during the formation of a new army. The article points out the impossibility of conducting conscription and mobilization activities by local military administration bodies without the existence of a developed and well thought out system in the military-social sector with the Bolsheviks’ coming to power.

The content of the article examines the evolvement process of the system for social assistance and support to the mobilized population by the local bodies of military administration in the Middle Volga region. Attention is paid to the process of military-social policy formation towards members of families of the Red Army soldiers, the demobilized and disabled people. It shows its influence on the moral and psychological state, combat capability, stability of the army in emergency conditions of the war and post-war times at the dawn of the young Soviet state formation.

Established at the beginning of the Soviet power evolvement, the institute of local military administration, which included military and social departments, enabled the Soviet Government to prepare human, transport and other resources to counter the treacherous attack of the fascist Germany on the USSR and for the Soviet people to survive during the Great Patriotic War.

The value of the research is to emphasize the importance of systematic construction of local military administration and local authorities, their interaction and joint carrying out the military-social policy with the population and the military personnel.

Materials of the article can be used in teaching the subjects “History” and “Military History” in power and civil educational organizations, which have military cycles and departments, as well as in the historical and patriotic work of various public organizations. In the future, the developed materials in the presented direction can be used by young scientists (adjuncts and postgraduate students) as a separate topic for a thesis research.
