Abstract

By the mid-1950s, the administrative and command management system in the USSR was demonstrating its stability and effectiveness. Nevertheless, despite the growth of efficiency in the national economy of the state, in these years, certain factors of economic problems began to be traced. The main one was decline in economic growth.

The purpose of the study is to analyze socio-economic and political prerequisites for the reorganization of the Soviet industrial and construction management system in the 1950s and 1960s.

Materials and methods. The theoretical and methodological basis of the work is made by the fundamental principles of historicism, scientific objectivity and a systematic approach. The novelty of the research consists in a comprehensive study of sources and scientific literature to determine the main reasons that served as the starting point to form the national economy councils in the USSR. Little-studied documents from the Russian State Archive of Modern History were important in covering the topic. Special attention is paid to the reform based on the material of the Middle Volga region republics.

Results. Reorganization of industrial and construction management in the second half of the 1950s was based on a diverse set of reasons related to the country’s previous development. The ongoing reform certainly had objective prerequisites. The cumbersome industry management apparatus largely ceased to meet the requirements of the changed situation, especially in terms of mobility. The supply chain was also ineffective. At this, economic factors still played an important role.

Conclusions. The creation of councils of national economy in the republics of the Middle Volga region enabled them to increase their industrial potential and move to the status of industrial and agrarian regions.
